Sr Chan Pek Yen, Celine, graduated from the University of Malaya in 2003 with a Bachelor of Estate Management. With a strong foundation in real estate and property valuation, she began her professional career in the industry and, in 2015, joined Raine & Horne International Zaki + Partners Sdn Bhd, where she has since become a key contributor to the firm’s growth and reputation.

She is a Registered Valuer, Estate Agent, and Property Manager under the Board of Valuers, Appraisers, Estate Agents and Property Managers (BOVAEP), Malaysia and holds the designation of International Certified Valuation Specialist (ICVS). She is also a Fellow of the Royal Institution of Surveyors Malaysia (RISM), a Member of the Association of Valuers, Property Managers, Estate Agents and Property Consultants in the Private Sector of Malaysia (PEPS), and a Member of the International Association of Certified Valuation Specialists (IACVS). Her active involvement in these professional bodies demonstrates her commitment to maintaining the highest standards of practice and contributing to the advancement of the profession.

With over 22 years of professional experience, Celine has built a diverse portfolio of expertise in property valuation and consultancy, compulsory land acquisition and compensation, market and feasibility studies, property management, and real estate agency services. Her valuation experience covers a wide range of property types, including private hospitals, commercial buildings, shopping complexes, airports, hotels, industrial premises, poultry farms, plantations, and residential properties. She has undertaken valuations for various purposes such as submissions to the Securities Commission/ Bursa Malaysia, corporate restructuring/ accounting, mortgage and loan financing, and internal management. Celine is especially recognised for her specialist expertise in compensation valuation under the Land Acquisition Act 1960, where she has successfully represented clients in both land acquisition and land reference proceedings.

Through her leadership, technical knowledge, and professional integrity, Celine has established herself as a trusted real estate consultant.
