Sr. Ramli Osman gained his Diploma in Town & Regional Planning from UiTM, Shah Alam in October 1980. He joined Jabatan Perancangan Bandar & Wilayah, Kota Kinabalu as an Assistant Planning Officer in February 1981 before pursuing his degree in Land Management, specialising in Valuation, at Reading University, United Kingdom in October 1984. Upon graduation with an honours degree in July 1987, he joined Jabatan Tanah & Ukur, Kota Kinabalu in January 1988 as a Valuation Officer.

He attained his registration as a Valuer and Estate Agent as prescribed under the Valuers, Appraisers & Estate Agents Act (1981, as amended) in October 1993. In October 1994, he resigned from civil service and formed Vigers (East Malaysia) Sdn. Bhd.; a valuation company. He subsequently left to join Raine & Horne International Zaki + Partners Sdn. Bhd. on 1st August 1997 as a Partner for the Sabah & Labuan operation, a position he still holds.

Ramli completed his MBA from the Edith-Cowan University, Perth in April 2001. Currently he is serving as a Board Member at the Board of Valuers, Appraisers & Estate Agents Malaysia since January 2008. He is also a Fellow of the Royal Institution of Surveyors Malaysia (FRISM) and a Member of the Royal Institution of Chartered Surveyors, U.K. (MRICS). He was the Chairman of the Royal Institution of Surveyors Malaysia (Sabah Branch) for the 1997/1998 Session. Prior to that he was the Vice Chairman (1996/1997), Honorary Treasurer (1995/1996) and the Honorary Secretary (1994/1995). He has also served as the Vice-Chairman of the Dewan Perniagaan Melayu Malaysia, Sabah (2001/2004).

Throughout his more than 20 years post-registration, he has gained experience covering the areas of property valuation and consultancy, property management, corporate real estate agency, project marketing and town & regional planning. His list of clients served include State GLCs and Corporate Organisations such as the SEDCO, SUDC, Sabah Energy Corporation Sdn. Bhd., Warisan Harta Sdn. Bhd., SESB, Sedcovest Holdings Sdn Bhd, Danaharta, Prokhas Sdn Bhd, UMW Toyota Motors Sdn Bhd, FELDA, FELCRA and Petronas, amongst others.
